Functional Statement
The Office of the Municipal Mayor exercises general supervision and control over all programs, projects, services and activities of the municipal government. It enforces all laws and ordinances relative to the governance of the municipality and in the exercise of the appropriate corporate powers provided for under Sec. 22 of the Local Government Code. The head of office also implements all policies, programs, projects, services and activities of the municipality.

Mission
The Municipal Social Welfare and Development Office committed to the provision of comprehensive and responsive social welfare and development policies, plans, and programs for implementation at the community level by the Local Government Units and other government agencies, non-government organizations and peoples organizations for the:

To instill awareness to the people of these official records of vital events such as Birth, Marriage and Death which will serve to validate the identity and legal status of an individual towards fulfillment of their basic rights. Further, to provide demographic and statistical data essential for municipal development planning.
Functional Statement:
Civil Registration was made compulsory in the Philippines with the enactment of the Civil Registry Law ( Act No. 3753 ) approved on November 26, 1930 and which took effect on February 27, 1931.
What is Civil Registration?
It is a continuous, permanent and compulsory recording of vital events in the life of an individual such as birth,marriage, death as well as all decrees, legal instruments and judicial orders affecting his civil status in appropriate Registers as mandated by the Civil Registry Law. Something that has to do with an individual's entrance into or departure from life, together with the changes in status which may occur to him during his lifetime.

In the Philippines, these events are birth, death, marriage, annulment of marriage, declaration of void marriage, foundling, legal separation, legitimation, acknowledgement, guardianship, adoption, change of name, naturalization, election of Philippine citizenship, civil interdiction, judicial determination of filiation and emancipation of minors.
When is a document considered registered?
The document is said to be registered once it is signed by the Civil Registrar, entered in the registry and registry number has been assigned by the Civil Registrar and all documents relating thereto shall be considered public documents and shall be prima facie evidence of the truth of the facts contained therein.
